As the designated primary provider of Internet access and the Wide Area Network for public education within Utah, the Utah Education Network is the single largest applicant for E-Rate funds in the state. UEN serves as the E-Rate consortium lead in applying for and implementing the E-rate funds received for the services provided to schools under UEN’s purview. UEN also provides E-rate Program Coordination at the state level for all eligible E-rate Program participants.

Acceptable Use Vs. Responsible Use Policies
SEDC has provided Acceptable Use Policy templates for over 5 years. They were very useful at the time, but the use and availability of educational technology, personal devices, social media, The Cloud and a thousand other web services have evolved. Our policies are in definite need of review and in most cases, it is probably time that these policies are updated to reflect these changes.

Many times, our current AUP’s are a long laundry-list of what kids should not do with technology in an educational setting. While we are updating policies, should we focus more on what students (and teachers) should be doing positively with school technology and less on the negative? Is it preferable to focus on responsible uses, or do we need to spell out everything students will be disciplined for doing?

HB 163 - Discussion on Student Data Privacy
Highlighted Provisions:

This bill:
  • defines terms
  • requires an education entity to make notification if there is a release of personally  identifiable student data due to a security breach
  • makes technical changes.

An education entity and an employee, student aide, volunteer, third party contractor, or other agent of an education entity shall protect the privacy of:

  • students
  • their parents
  • their families
  • support parental involvement in the education of their children through compliance with the protections provided for family and student privacy under Section 53A-13-302 and the Federal Family Educational Rights and Privacy Act and related provisions under 20 U.S.C. Secs. 1232[g](g)  and 1232[h](h), in the administration and operation of all public school programs, regardless of the source of funding.
